The bill adds to recent incidents of aggression, criminal violence, intimidation and threats inflicted on defense lawyers in the performance of their professional duties, they have reached alarming heights, and so has public policy situations and deficiencies in the provision of professional services led the defense lawyers towards their clients as well as evoking a deep sense of fear in the minds of the defense lawyers.
